Doing a test, changing query / game port to see if that help server listing and thus people find the server.
If server dont automaticly show up in the server lists etc then add it manually.
Open steam, open server browser window :
Add server > 23.173:27016
And let it find ARK on that IP, then add it to favourites and join directly from Steam.
